Richard Garber, a lifelong Hempfield resident, grew up in East Petersburg and settled in East Hempfield Township. A fire department Battalion Chief with over 20 years of public sector leadership, he’s passionate about serving people and ensuring quality education. Richard serves on the Building and Grounds along with the Education and Programs Committees, and as liaison to the safety and security committee. He prioritized in-person learning during COVID, improved curriculum quality, protected women’s and girls’ rights, and ensured all students were treated with respect and kindness.
With a strong background in Emergency Services, Logistics and Business Management, Chris will bring strong leadership skills to the board. Chris has served as a Regional EMS Chief for the last 25 years and the EMS Sales Manager at Glick Fire Equipment. He served as Past president and continues to volunteer with the Landisville PTO, where he’s made a lasting impact. He is passionate that all students receive a high-quality education in a safe and secure environment. He is a resident of East Hempfield and husband and father of a student currently attending Landisville Middle School.
Charles is a 15 year veteran of Hempfield’s School Board and a highly skilled Chemical Engineer with a strong managerial background. He is serving as the Chairman of the Buildings and Grounds Committee and the Hempfield High School Athletic Hall of Fame. Charles also serves as Hempfield’s representative to IU13 board and tirelessly advocates for students with special needs. A longtime resident of Hempfield, Charles is a husband, father of 6 who cares deeply about the Hempfield School District. A 1973 Hempfield graduate, Charles, is indebted to the district for the excellent education his children received.
Fae Skuya is a highly regarded community member, distinguished by her extensive leadership skills and strategic expertise developed during her service as an Air Force Lieutenant Colonel. In addition to leading 180 personnel, she enacted policy and training for her units. Beyond her military career, Fae has been an active local volunteer, serving as a Veterans Court Mentor, helping establish Columbia School District's Clothing Bank, supporting low-income special needs adults, and helping in our schools. She is a mother of three children in Hempfield schools. Fae is a passionate advocate for homeless students in Hempfield and is committed to ensuring every student has the support they need to succeed.
Alex Tran is a first-generation American who has achieved the American Dream. He left South Vietnam just days before the fall of Saigon and later served in the United States Army for 22 years. Alex has since retired from the United States Army with the rank of MAJOR and as a veteran of Operation Iraqi Freedom and the War on Terrorism. He currently specializes in quality and logistics operations at Novartis Pharmaceuticals Corporation. Alex is a husband and the father of two sons currently attending the Hempfield School District. He has a pragmatic and common-sense approach to problem solving. His life experiences have instilled in him a deep love and appreciation for America, and he is eager to give back to our community.
Wendy Voulopos brings 45 years of executive business experience, having represented some of the world’s largest IT firms. She is active in her church, school district, Township, and County Commissioner meetings on topics that impact taxes, safety, and quality of education. Wendy and her husband have deep ties to this community for more than 35 years as taxpayers and residents. Their son is a 2014 graduate of Hempfield School District. Wendy has stayed well-informed about township issues and regularly attends East Hempfield supervisor meetings. The township will benefit from Wendy’s commitment, life experiences, and strong desire to see East Hempfield continue to prosper. Recently retired, she wants to invest more time in preserving the mission and values of East Hempfield Township by engaging with township residents.

Ed is currently serving as the Vice Chairman of The West Hempfield Board of Supervisors and has been a supervisor since 2001. His expertise as a civil engineer and his service on numerous county agencies are invaluable to West Hempfield Township. He is active in his church and is a motorcycle enthusiast. Ed is a husband, father of two, a lifelong resident as well as a longtime taxpayer of West Hempfield Township.
Jim has served the township as an auditor and has been on the township’s planning commission for the past eight years. In addition, his 12 years of consulting with municipalities give him insight into local government operations. He also leads in design and construction of largescale projects across the state. Jim has also contributed his time to local Boy Scouts and swim teams, showing a commitment to youth development. Jim is a husband, father of two, West Hempfield resident since 1999 and a longtime taxpayer.
Jeremy has managed a family-owned business since 1996, which gives him valuable insights into financial management, accounting, and the responsibilities of running an organization. He also coaches midget baseball for Mountville, showing his engagement in youth programs and his commitment to the community. Jeremy is a husband, father of four, longtime resident and taxpayer of West Hempfield Township.
